Dawn K. Kelly



Ms. Kelly attended Brooklyn Law School and was the first student intern for the Honorable Carol H. Arber, then Acting Supreme Court Justice, and interned at the Law School’s Elder Law Clinic, where she was first introduced to Housing Court.

After graduating from Brooklyn Law School in 1990, Ms. Kelly began her legal career with Legal Services for New York City (LSNY) representing tenants in Housing Court. Ms. Kelly then moved to a staff attorney position in the Legal Services Unit at Gay Men’s Health Crisis, Inc. (GMHC) but later became the Unit’s supervising attorney. At GMHC, Ms. Kelly represented her clients in landlord tenant, family, social security and SSI, government benefits, estate planning and debtor/creditor matters. Ms. Kelly then became the court attorney to the Honorable Karen S. Smith in the Civil Court of the State of New York.

In 1998, Ms. Kelly went to Dienst & Serrins LLP and then moved to Koehler & Isaacs LLP  in the General Litigation Unit. Ms. Kelly represents tenants in Housing Court proceedings, and her caseload requires extensive motion practice, negotiations, settlements and trial practice. In addition, Ms. Kelly handles bankruptcies; represents clients who are defendants in small claims matters; and prepares and executes wills, health care proxies and powers of attorney. Ms. Kelly also handles potential claimants for Social Security disability claims, including the filing of initial applications, and/or requests for reconsideration, as well as representing claimants at hearings before Administrative Law Judges.

Ms. Kelly is an active member of the Association of the Bar of the City of New York Committee on Housing Court, where she participates in the screening process of candidates for Housing Court Judge, Civil Court Judge and Supreme Court Justices.
